Course Content

  • Procurement and Contracting: the development and role of procurement policy and the ways in which procurement management and contracting have evolved in New Zealand and internationally.  The sessions will explore many of the core ideas, models and critiques in the field.
  • Procurement and Contracting in Practice: examining current practice and ongoing developments related to infrastructure, contracting and public-private partnerships.
  • Collaboration, Contracting and Commissioning: a re-construction of 'service delivery' under conditions of complexity, considering the challenges and opportunities in contracting with a wide range of suppliers and complextiy involved in services commissioning and delivery.

Course Learning Objectives

Students Who Pass This Course Should Be Able To:

  1. Demonstrate knowledge of the history, theory, development and evidence regarding contracting, procurement and collaboration.
  2. Critically analyse the theory and practice of contracting, procurement and collaboration in the public sector.
  3. Apply their knowledge to cases of simple, single-organisation as well as complex, multi-organisation service delivery.
