The structural transformation of various economic sectors due to pervasive transformative technologies has been the major feature shaping economies of the world.
These technologies influence production and consumption of goods and services, with the consequent change in the nature work and the skills demanded.
The Eastern Cape economy, and its economically active population is not adequately prepared for this new reality of the Fourth Industrial Revolution. Main economic sectors of the province remain in the low growth and productivity trap. The workforce remains largely unskilled, without the requisite capability to participate effectively in the new economy.
Programme 2 two responds to this reality by focusing on two of ECSECCs outcomes and selected associated intermediate outcomes:
To achieve these outcomes the programme aims to provide knowledge-based strategic economic advice on provincial sector-based economic development strategy and highlight key human capabilities required to increase output and create jobs for an inclusive economy.
Finally, ECSECC aims to provide platforms for dialogue and strategic engagements by Communities of Development Practice in providing multi-perspectives on socio-economic development and development practice.
The programme also aims to conceptualise and facilitate measures to improve quality in education and training. The programme provides strategic and technical support to the EC HRD Council and aims to enhance the Provincial Human Resource Development Council’s mandate to support the training of appropriately skilled people for the economy.
The Eastern Cape Socio-Economic Consultative Council (ECSECC) was founded in 1995, in order to foster meaningful partnerships between the key stakeholders of the province. The council strives to facilitate sustainable development encompassing – economic, social and environmental factors.
Vision:
A prosperous, productive and sustainable Eastern Cape where all people realise their potential.
Mission:
A multi-stakeholder centre of excellence in strategic foresight, social collaboration and innovative solution design.
Value Proposition:
A socio-economic compass for an uncertain world; Navigating uncertainty, co-create vision and putting strategic information to work.
