As published in the joint news release on 24th January 2022 by NEA and MOM “Waste Management Workers To Benefit From New Progressive Wage Model Recommendations” (nea.gov.sg) and in the “Recommendations of the Tripartite Cluster for Waste Management Industry on Introducing Progressive Wage Model (PWM) for the Waste Management and Materials Recovery Sub-Sectors” (ntuc.org.sg), the Government accepted the following Tripartite Cluster for Waste Management (TCWM) recommendations:
Outline clear career progression pathways within the Waste Collection and Materials Recovery sub-sectors as part of the new Waste Management Progressive Wage Model (PWM)
Stipulate mandatory Workforce Skills Qualification (WSQ) training requirements across all job roles
Set a six-year schedule of sustained PWM wage increases from 2023 to 2028, with initial PWM wage levels taking effect from 1 July 2023
Introduce a mandatory annual PWM bonus for eligible workers from January 2024.
WMRAS is the current training provider of the NEA-mandated WSQ courses for waste management industry. WMRAS is now expanding our course offering to include this course, “Apply workplace learning techniques to enhance employees’ development”, in support of companies’ efforts in achieving workforce training requirements as recommended in the PWM.

This course, “Apply workplace learning techniques to enhance employees’ development”, is a stipulated WSQ course inside the “Recommendations of the Tripartite Cluster for Waste Management Industry on Introducing Progressive Wage Model (PWM) for the Waste Management and Materials Recovery Sub-Sectors” for the following Job Roles:

As Singapore's representative on the International Solid Waste Association (ISWA), WMRAS actively engage with ISWA to create a platform for sharing expertise and knowledge during international conference and webinars.
We have also established the Asia Pacific Waste and Environment Alliance (APWEA) with 9 industry association around the region such as China, India, Korea, Malaysia, New Zealand and Philippines promote closer collaboration between its member-companies and their counterparts in the region.
As an Approved Training Organisation (ATO) in Singapore, WMRAS also provide the Singapore Workforce Skills Qualifications (WSQ) courses for frontline operations staff as well as curate and manage programmes for waste management professionals.
